Marshall JTM45 with a 15 watt speaker?

I have a Marshall JTM45 30 watt head, and a cab with one 10", 15 watt speaker. Would this ever be a problem for the amp? The impedance is matched at 16 ohms, and I hardly ever have the volume past 2.

Maybe.
There may be a time where you can't control yourself and turn it up too much...

I'm pretty sure, even with the volume at 2, you're likely pushing more than 15 watts. Won't cause much of a problem for the amp, the speaker will hate you.
