Up here in Canada we have found a lot of vintage amps in near new condition. My bro just bought a 70's Hiwatt virtually unplayed stored in a case in a small town of 50 people. As well a friend just bought a perfect new like condition 1976 Marshall 1987 that sat in a basement covered up. Amp is loaded with vintage Mullards to boot and sounds marvelously insanely good. Owner passed away many years ago and the kids were cleaning out dad's junk.
Don't forget about the buying power the US dollar has. 2800 Can = 2K USD

BTW That 1987 box /switches in the ad is identical to the one my friend just bought so I suspect that could have been a Canadian thing.
