Different transformer. Only common, 4 and 8 ohm wires on the secondary. I wondered the exact same thing to start with, if the 16 ohm tap was simply just unused. But unfortunately that was not the case ☹️.

What happens if you disconnect and isolate the wires running through the switch and then turn on the main? Same results? In that case it is not the switch.
Noise gone? Yeah, something is not right with the switch.
I bought a 1987 2554 combo last year. Scandinavian SEM model with only 4 and 8 ohm outputs. It limits the amp quite a bit without the 16ohm tap on the OT. But the stock Celestion Vintage sounds amazing. So I'm not changing the OT for now. And a future cab can always be impedance matched easily...
Update: Because of other matters occupying me for the last few weeks, I had to put this on hold for a while.
Until today. I found a 10uF capacitor and soldered it in parallel with C40 this morning. In order to add 10uF to the total capacitance (now 10 + 10).

I've had the same thing happen to both fender and marshall amps.
I like to hit a chord when switching the amp into standby. Just to hear it die a slow distorted death!
It must be from starving the tubes, as their headroom is dramatically reduced when they're not getting any more food.
