Well, it turned out to be a grounding issue. I sanded away the paint inside so that the jacks could make contact with the metal case and a proper ground. Back in action.
I replaced a failing potentiometer on my Tube Works Blue Tube (older made-in-USA unit) and now I only get 60 cycle buzzing from the output. If I turn the effect on and strum, I can get a little bit of signal, but it's still almost all 60 cycle buzz. I'd hate to have to sell the pedal broken.
