Is the 1959SLP above or below 450v?

All depends on your wall voltage. Real Plexi 1959's would be anywhere over 460V normally depending on the PT, some over 500V even. Voltages started coming down in the metal panel era.
Most re-issues (which I assume is what you're talking about) were hitting 460-470 that I have seen but like I said, is dependant on how above spec your wall voltage is.

I've yet to see a non master volume 100 watter below 450V though.

When Lane Sparber biased up my 1987xl a number of weeks ago, if I remember correctly, it came in at 485v; I remember this because I was expecting it to come in somewhere between 470-475. That seemed high to me, but it didn't seem to phase Lane one bit.

If that's correct, I'd say that the 1959SLP comes in above 450, probably in the 475 range would be about right.
