It's a hairbrained Aussie plot to influence and eventually annex and unify all (is)lands with backwards seasons and reverse-flushing toilets.

Actually the French did in the 18th century but at the time it included all of New Guinea. The Dutch at the time laid claim to Indonesia (Dutch East Indies ) so there was no Papua . The British who didn't like the French that much at the time referred to the area as Oceania.
